For over a decade, policymakers have pointed south to the Sea of Cortez as the ultimate fail-safe for Arizona's water future. The proposal: build a massive desalination plant on the Mexican coast, pipe the freshwater 200 miles north, and pump it uphill into the state's distribution network.

But the latest feasibility report, drafted by the Binational Water Augmentation Committee, casts a long shadow over the project's viability.

Previous estimates suggested the capital expenditure for the plant and pipeline would hover around $5 billion.
